It has been nine months since Colombian President Juan Manuel Santos announced that China and Colombia would partner to build a 136-mile "dry canal" that would link Colombia's Pacific Port of Buenaventura to the Caribbean Port of Cartagena. At the time of the announcement, Santos told reporters that the plan was "quite advanced." Under the proposal, coal from Colombia's Boyaca, Norte de Santander, Santander and Cesar departments would be delivered to Cartagena and then railed to the Pacific Port of Buenaventura for export to China. The dry canal story quickly captured market attention, and then just about as quickly fell off the radar screen.
