Transient scattering of plane electromagnetic waves from a lossy layered medium for TM polarization is studied. The frequency-domain reflection coefficient is expanded as an infinite series of multiple reflections, and the time response of each term in the series is found using an analytical inverse Fourier transform. This requires that the transient interfacial reflection coefficients be found. The most general situation is quite complicated, and so only the case where a wave is incident from a lossless to a lossy medium (or vice versa) is considered. The theoretical results are validated by comparison to both a numerical inverse Fourier transform and to direct time-domain measurements. [References: 6]
