Governing the heroin trade: from treaties to treatment.

Much research devoted to judging- the success of government policy in the illicit drugs arena is directed towards identifying and quantifying the harms of drug use and evaluating the ability of particular government interventions to ameliorate those harms. This book reminds us that such analysis, as essential as it is, telescopes the governmental process. Governing the Heroin Trade, authored by Dr Melissa Bull (a lecturer in the School of criminology and Criminal Justice at Griffith University), examines the machinations of the international governance of illicit drugs from the establishment of political will in the drugs arena though to the consequences, intended or otherwise, of the programs and apparatus of drug control. The current international system of drug control grew out of the regulation and prohibition of opium. With this in mind, the book uses heroin as a case study. It analyses the history of the problematisation and prohibition of morphine, using this as a lens for viewing the current regulatory system with the goal of understanding its strengths and limits.
