摘要

Throughout 2006 you are going to regularly hear about ongoing proceedings of the Doha Round of the World Trade Organization (WTO) as member nations attempt to reduce agricultural production and trade distorting subsidies, tariffs, etc. You will hear repeated references to different colored "boxes". Here's why: In WTO terminology, subsidies in general are placed into different "boxes" which are given the colors of traffic lights: Green (Go ahead with them; they're permitted.) Amber (Slow down; they need to be reduced.) Red (Stop them altogether; they're forbidden.) We suggest you keep this explanation of the box system handy because you'll be reading regularly about WTO discussions with frequent references to these different colored "boxes" without explanation of what kind of policies, subsidies, etc. the colors represent.
