An Emerging Bridge Between IOCs and NOCs

In this period of high oil and gas prices, it has been noted often that national oil companies are increasingly rebuffing offers of capital, technology, and market know-how from international oil companies in return for access to domestic reserves. As Chakib Khelil, the outspoken minister of energy and mines for Algeria and current president of OPEC said, the NOCs have what they need: technology, capital, and market access, which leaves the future uncertain for partnerships between IOCs and NOCs.
