What should the federal government do to enhance Canada's export trade?

Canada's exports depend heavily on commoditis and one single market. Commodity prices are currently at their cyclical high and, if history is our guide, will moderate in the not-too-distant liuture. About 85 per cent of our exports go to one country - the USA. For decades this has been a wonderful market for us - wealthy, nearby, and with relative ease of entry. However, the housing and other aspects of the US economy may be entering a cyclical decline. Maintaining a positive balance of trade (and payments) is essential to maintaining a high standard of living for all Canadians.
