Achievement comparison is an instrument of modern administrative act, which have yet to be established. To determine the efficiency of land consolidation management, value-added model was developed and tested based on 26 forest land consolidation processes in seven states. The result of the testing is a good ability of the model to capture the cost-benefit ratio and the confirmation of a high efficiency of land consolidation administrations.
