A licensing procedure for the housing system is being implemented in Germany for several years. The existing legal regulations are analysed regarding the practical application of 13a I and II of the German Animal Welfare. In addition, the necessity to implement a testing procedure at present and the most important factors for the implementation of such a procedure are examined and its possible consequences are discussed..
