Weiyan Jian and his coauthors studied data from 2003 to 2008 about the shrinking of China's rural-urban care gap (Dec 2010) .We would like to point out that China regularly produces a new "five-year plan," which outlines the government's most important national policies for the next five years. In August 2010 China established a new five-year plan, and the Ministry of Human Resources and Social Security announced that a social security card would be used nationwide.
