IN SEPTEMBER 2006, construction worker Mark Dougherty suffered burns to his face and hand after picking up a termination box on a live three-phase 400v cable thinking it was a piece of rubbish. His employer, Hogarth (Construction), had been aware there were live underground cables at the site but hadn't told workers. The investigating HSE inspector said Dougherty was extremely lucky to escape with superficial burns (see www.healthandsafety rofessional.co.uk/worker-suffers-shock-from-underground-cable). The majority of accidents involving underground electrical services are caused by contractors and subcontractors either failing to locate the position of cables before excavation, or not taking all practicable precautions while the excavation is in progress.
