GLASGOW CITY Council and its private sector contractor 3ED (Glasgow) face a multi-million pound bill after the HSE backed teachers' concerns about high temperatures and a lack of fresh air in Glasgow classrooms. The teachers' complaints stretch back over five years. Unhappy with the council's response, teaching union the Educational Institute of Scotland (EIS) formally complained to the HSE in early 2007 on behalf of members at two secondary schools, Rosshall Academy and Drumchapel High School. The schools are part of a public-private partnership contract under which the council contracted 3ED to build, extend, renovate and maintain 29 secondary schools over a 30-year period.
