The Strategy for Information Society Development in the Russian Federation was adopted in 2008, and the program for its implementation was set in 2010. It is clear that the implementation of any major national program requires information support; otherwise, it is impossible to define the objectives and targets of development. Regarding the assessment of the development and use of information and communication technologies, state statistics do not monitor the performance indicators to the extent necessary; therefore, there is a need for specific research using techniques that are comparable with those applied in international practice. The results of one such study are discussed in this paper.
