THE CROWN Prosecution Service (CPS) has announced it will not bring criminal charges against the directors of rail companies over the Ladbroke Grove crash which killed 31 people and left 400 hundred injured. Infrastructure operator Network Rail is still expected to face charges under the Health and Safety at Work Act 1974 (HSWA). On 5 October 1999 a Thames Trains commuter train leaving Paddington station in west London passed a red signal at Ladbroke Grove and collided with a high-speed train operated by First Great Western that was approaching the station.
