Venezuela is seeking to increase its presence in the Caribbean and Central America through possible refinery projects and fuel storage and distribution centers, Dow Jones Newswires reported. State-owned oil company PDVSA said in its 2007 year-end report that is planning studies of constructing small refineries in Dominica and Belize, and is starting work to expand Cuba's Clenfuego's refinery from 65,000 b/d to 108,000 b/d. PDVSA is also studying the construction of a new refinery, terminals and oil pipelines with Nicaragua.
