FMD in the UK -- the 2001 outbreak

Some 3 million animals killed; direct compensation likely to run over 2 billion pound with indirect costs to society of up to 20 billion pound: could all or most of this have been saved by the expenditure of 5 million pound per year for 20 years, a mere 100 million pound or 1/220th (c. 0.5 percent) of the cost of the 2001 UK outbreak? With 5 million pound per annum we could have bought the overheaded cost of some 100 supporting scientists. How might then-work have been be deployed to have forestalled the financial and emotional horrors of the destruction of cattle and the depletion of public and private purses via payments in compensation?
