A decision by the Animal Plant Health Inspection Service of the US Department of Agriculture to prohibit the interstate and international transport of 37 species offish in eight neighbouring states and two adjoining provinces surrounding the Great Lakes sent a shudder through rainbow trout fingerling producers in the region. Although modified somewhat after a number of weeks, the order apparently went out with little notice to other government agencies or affected businesses, and evidently without consultation on either its effectiveness or potential impacts.
