Faced with a declining population and decreased demand for oil products across the board, the Japanese government has ordered the country's refiners to either cut capacity or improve efficiency by investing in heavy oil processing equipment. So far, several companies have announced plans for capacity reductions, but only TonenGeneral has chosen to make any new investments. The company plans to increase the capacity of its only residue hydrocracking unit from 31K b/d.to 34.5K b/d, and sink some ￥20B ($214MM) into increasing xylene and paraxylene (PX) production by 300-400K mt/y. The company will also increase propylene production from its existing FCC units.
