WEST AFRICAN OIL PRICES are rallying as international benchmark prices rise and civil war in Libya slashes output of the country's sweet crude. Although the scenario is underpinning revenues for suppliers in nations such as Nigeria and Angola, refiners in India—which heavily depend on West African crude—are being forced to pay lofty premiums while maintaining retail prices at government-capped levels for some products. Prices for Nigerian Bonny Light have jumped 9.3% since mid- Feb., when Libya cut supplies of oil similar in makeup, outpacing an 8.5% rise in UK Brent crude.
