Spain's ruling socialist party is aiming to introduce a gas clause into the country's new hydrocarbons law that would prevent or more likely cap the participation of non-EU energy suppliers such as Algeria and Russia in the Spanish gas market - unless these countries offer Spanish companies equal access to their own gas markets.However,an official from Spain's industry ministry tells WGI that he doesn't think the clause would actually be applied - or if used,only very discretionally."Our concern is to prevent market players with a competitive advantage coming from integrated projects ...in countries in which our [companies] can't do the same thing," explains Juan Guia Garcia,deputy director of hydrocarbons in Spain's ministry of industry,tourism and commerce.
