WHEN THE EDITORS of American Fruit Grower~R and Western Fruit Grower~R maga-zines first discussed the possibility of an occasional column on trade titled "Growing without Borders," the whole idea seemed uncontroversial. Trade was assumed tobe beneficial for all of U.S. agriculture. However, the whole concept of trade has come under attack, and widespread political opposition has arisen to negotiation of major treaties between the U.S. and Europe, and the U.S. and 11 other Pacific Rim countries. It is time to revisit some basic principles.
