AN industrywide agreement reached in late June has removed roadblocks that stood in the way of efforts to reform the Perishable Agricultural Commodities Act (PACA) and makes it likely that legislation will pass the House and Senate and be signed intolaw this year. By mid-July, reform legislation had passed the House Agriculture Committee and was slated to go to the House floor before August break. There—thanks to the agreement—industry experts predicted a shoo-in vote.
