Should electric cars be aloud? Next year's electric car sales are bringing a new problem

IN THE WORLD of sci-fi films and comic books we should all be living in modern high-rise cities with non-polluting electric cars moving noiselessly and without interruption along superhighways. Well, we're well into the 21st century and the high-rise cities and super-highways are conspicuous by their absence. Electric vehicles (EVs) from major manufacturers are almost here, though. By early next year Nissan, Citroen, Peugeot and Mitsubishi will be able to offer you a viable, all-electric commuter car, and that's just the vanguard of a movement that will have just about every big player offering some form of all-electric propulsion within four years. Also on the way is a glut of new hybrids capable of all-electric running.
