DGFT policy mandates NOC for clearance of ODS

The Directorate General of Foreign Trade (DGFT) has stipulated "No Objections Certificate" (NOC) as a mandatory requirement before clearance of ODS against advance authorizations. The policy circular issued by DGFT has been addressed to all regional authorities, Commissioners of Customs, and the trade and industry. According to the circular, the import policy for ODS is "restricted" and subject to condition of Import Licensing Note No. 1 mentioned at the end of Chapter 29 of ITC (HS) Classification of Export and Import Items.
