Water use has been growing significantly, with water withdrawal predicted to rise by 50 percent in developing countries and 18 percent in developed countries by 2025, according to the United Nations Environment Programme. This increase in water use makes water scarcity a serious issue for many communities and wastewater plants are being built all over the world. "Treated wastewater is increasingly being seen as a resource rather than simply waste," the EPA reported in their 2012 Guidelines for Water Reuse.
