PROBLEM TO BE SOLVED: To provide a heat pump system for wastewater treatment facility by a biological treatment method, capable of stably maintaining the target heating temperature of wastewater.SOLUTION: The heat pump system is provided with: a heat exchanger 3 for heating the wastewater flowing in a biological treatment tank 5 treating the pollutant matters by a microorganism; a heat exchanger 11 for recovering heat of an effluent discharged from the biological treatment tank 5 after treatment; and a heat pump 13 for feeding warmth to the heat exchanger 3 for heating and for absorbing heat by the heat exchanger 11 for heat recovery to recover heat. The separate heat recovery systems 35, 45 connected so as to recover heat from a cold load 33 different from the effluent are provided at the heat recovery side of the heat pump 13, and a control part 30 for deciding the heat recovery amount of the heat exchanger 11 for heat recovery and that of the cold load 33 is provided so as to become the heat recovery amount determined from the heat amount for obtaining the target heating temperature of wastewater to be heated.
