Informed evidence based decision making is required to ensure minimal risk to road users and workers when designing and improving England's motorways and major trunk roads. Many road safety practitioners working on England's strategic network have begun using the phrase "do a GD04 on it" when faced with a difficult decision. GD04 is a document which sets out the approach that must be applied in all administrative and technical aspects when designing, operating and constructing for the strategic road network, where safety should be a consideration. The standard - which also applies when revising technical standards and specifications and requirements - was published in DMRB (Design Manual for Roads & Bridges) Volume 0 in 2012.
