The International Trade Administration (ITA) has rescinded the annual administrative review of small-outside-diameter welded standard and structural pipe from Yieh Hsing, Taiwan. The review was canceled because no other interested party responded. U.S. pipe and tube mills operated at 43.7 percent of capacity in November. This is a decrease of 2.1 percent from October. During November last year, the average operating rate was 54.4 percent of capacity. Japan's Fair Trade Commission has approved a merger between NKK Corp. and Kawasaki Steel Corp.
