Initial work for developing a $10.7-billion Sino-Oman industrial city at Duqm, 550 kilometers south of Oman's capital Muscat, has begun, according to local media reports. The project is led by Oman Wanfang LLC (Muscat), a consortium of six Chinese companies, and will include a 230,000-barrels per day refinery as well as a petrochemical complex. The deal for the industrial park was signed in May as part of the Omani government's efforts to diversify its economy beyond oil, as low crude prices have eaten into the country's finances. Yahya al-Jabri, chairman of the Special Economic Zone Authority in Duqm (Sezad), told reporters in May that the Chinese companies will be responsible for building the infrastructure, which is estimated to cost about $370 million, and that all of the projects in the industrial park will be financed by banks based in China.
