Idemitsu Kosan Co., Ltd. said that it was planning to reduce the topping capacity basically at its Chiba Refinery (220,000 barrels per day) in order to meet the criteria as outlined by Ministry of Economy, Trade and Industry (METI), which was introduced to raise Japan’s “average” Residue Processing Ratio (RPR) from about 45% to about 50%.
