Six months after Display Energy Certificates (DEC) became law, less than 50 percent of the government's target has been reached, says IMServ. The company says that public building operators are 'woefully behind' planned government targets for DECs, following figures obtained from the government. The government had estimated that over 50,000 DECs would need to be lodged by October 2008. However, figures show that six months on, only 22,976 have actually been submitted, a shortfall of almost 55 percent. If caught, the current estimate of 27,000 non-complying public building operators are liable for fines totalling up to 40.5 million pounds. Examples of applicable buildings include airports, leisure centres, and shopping centres.
