good intentions?

There is a grave message in this book. After the tragedy of compulsory competitive tendering in the Thatcher years, UK public services are being driven further in the wrong direction by the targetobsessed government of the last decade. A whole specification writing, compliance and inspection bureaucracy has grown up at vast additionl cost, to the detriment of services. Worryingly for the prospects of future change, this is attributed to ministers' ideological mistrust of public servants. The entire system, says the author, needs radical reform.
