Unless you're a conspiracy theorist who believes something much more interesting, you'll know that NASA, at the culmination of the 'space race', managed to put Neil Armstrong on the moon. Imagine what, if anything, would have happened if NASA had been completely risk averse. Accepting risks has led to massive leaps in understanding the world. I'd wager that Christopher Columbus, in today's climate, would have needed detailed risk assessments, a method statement for raising the mainsail, and for health and safety reasons, everyone would have had to wear a life jacket.
