While the biocides industry tries to plan ahead for authorisation procedures under the new EU biocidal products Regulation (BPR), member state competent authorities are still developing their individual fee systems. Industry worries that fees will be much higher than those under the previous biocides regime, the biocidal products Directive (BPD), and hopes for reductions for smaller companies. Meanwhile, firms may want to apply to ECHA for a union authorisation, which would allow them to place their biocidal products on the market throughout the EU without the need to obtain national authorisations. But deciding whether to take this route or apply for authorisation in a particular member state is difficult when national fee systems are still under development
