Two Key House Republicans Draft Measure On Chemical Security for 2007 Spending Bill

Reps. Peter E. King (R-N.Y.) and Joe Barton (R-Texas) have developed draft chemical security legislation that they plan to submit to House-Senate conferees for inclusion in the fiscal year 2007 Homeland Security spending bill (H.R. 5441), congressional, environmental, and industry sources told BNA Sept. 14.The proposal would require the secretary of homeland security to establish risk-based performance standards for securing chemical plants and would require vulnerability assessments and chemical facility security plans, according to a copy of the draft obtained by BNA.
