Draft House chemical security legislation is spurring a host of industry concerns, ranging from possible duplicative regulation by EPA and the Department of Homeland Security (DHS) over wastewater and drinking water facilities to mandates that would force companies to switch to using "safer" chemicals. House Energy & Commerce Committee Chairman Henry Waxman (D-CA) and House Homeland Security Committee Chairman Bennie Thompson (D-MS) are working together on the draft bill in hopes' of a May markup in both panels, sources say. But industry raises further concerns that the House Transportation & Infrastructure Committee (T&I) is not involved, even though the panel has jurisdiction over wastewater facilities.
