Frederick Winslow Taylor, the "time and motion man," published "Shop Management" in 1903, "The Principles of Scientific Management" in 1911, and his "Testimony Before the Special House Committee" in 1912.These three publications were combined and published as "Scientific Management" in 1939. Thus Taylor set the pace for the budding personnel movement aka human resources. Elton Mayo and F.J. Roethlisberger were involved in the famous, or infamous, Hawthorne studies from 1923 forward. Mayo, a Harvard University psychologist, had his own agenda. His heart and mind were set on creating a humane antidote to Taylorism. He believed that the application and enforcement of strict time and motion standards was callous. The Taylor-Mayo turmoil made up part of the background at the beginning of the industrial safety movement.
