The DOT/OPS has published the final rule for the qualification of pipe line personnel (Federal Register/Vol. 64, No. 166, Aug. 27, 1999). This final rule will be effective Oct. 26, 1999, and requires pipe line operators to develop and maintain a written qualification program for individuals performing covered tasks on pipe line facilities. The intent of this rule is to ensure a qualified work force and to reduce the probability and consequence of incidents caused by human error. This final rule creates new subparts in the gas and hazardous liquid pipe line safety regulations. It also establishes qualification requirements for individuals performing covered tasks, and amends certain training requirements in the hazardous liquid regulations. The final rule was developed through a negotiation process.
