Conventional moving target location systems presume that the target is uniform motion in a long time. Because the target is unknown and non cooperative, this assumption is not valid sometimes. In order to solve this problem, a new positioning method of jointing TDOA and Doppler shift based on one receiver and two non cooperative transmitters is proposed in this paper. The observability requirements in two dimensions are analysed, the expressions for the Cramer-Rao bound is deduced, and location results are simulated by applied Gauss-Newton batch algorithm. Further contrast with TDOA or Doppler only location systems, and simulation results of the joint system have some improvements in target positional accuracy and velocity accuracy, especially in short time integration to locate a moving target.
