The accurate estimation of time difference of arrival (TDOA) and frequency difference of arrival (FDOA) can be very important in passive location. However, when relative time companding (RTC) or relative doppler companding (RDC) occurs, the conventional cross ambiguity function (CAF) method fails to achieve a good performance. This paper concerns the RTC/RDC problem and proposes a two-step estimation method for joint TDOA, FDOA and doppler rate parameters. The first step obtains a sequential estimation using short-CAFs and the second step obtains the final estimation using least square method. Theoretical analysis and simulation results final shows the effectiveness of the proposed method.
