Der Vergleich der Herangehensweise an das ETCS in der Schweiz und in Deutschland zeigt auf, dass in dem europäischen Kernland Deutschland sehr viel Zeit mit dem „ob ETCS" vergeudet wurde, anstelle sich mit dem „wie" zu befassen. Eine aktuelle Studie von McKinsey aus dem Jahr 2018 zeigt einen Weg auf und beziffert die Vollausrüstung mit ETCS für Deutschland mit 32 Mrd. Euro bei einer Dauer von mehr als 20 Jahren. Wenn nicht nur der LKW-Verkehr von den Straßen geholt werden soll, sondern auch Energieverbrauch und Umweltbelastung reduziert werden sollen, dann ist die Einführung von ETCS unverzichtbar, in Deutschland und in Europa.
