摘要

Decentralisation and increased competition are important goals of the German federalism reform program. Plans for such reform should not, however, be extended to funding for the sciences. Decentralised funding of scientific research would violate federal law, weaken German research internationally and handicap non-university research institutions. Joint funding by the central government and individual states should therefore be continued.
