In 1980, Judith R. Walkowitz challenged dominant Victorian constructions of the prostitute figure as victimised and lacking in agency, offering instead a reading that emphasised autonomy and independence as reflected in acts of resistance to the Contagious Diseases Acts in Plymouth and Southampton. Evidence from Kent suggests that levels of non-compliance were not generally high there however, and that the majority of registered women in the county complied with the law most of the time.
