This letter aims at providing an energy-efficient inter-frequency small cell discovery scheme in dense urban environments under the maximum inter-frequency measurement power (IMP) constraint and minimum traffic offloading opportunity utilization (TOOU) requirement. The problem is formulated as a multi-objective optimization problem, which is hard to solve. Therefore, a context-aware inter-frequency small cell discovery (CISCD) scheme is proposed. Based on particle swarm optimizer, the CISCD scheme enables joint optimization of the average IMP and TOOU. Simulations validate that the proposed CISCD scheme is feasible and its performance is superior to existing well-known mechanisms.
