This is my first column as president of the League of California Cities. I'm honored to serve you and be involved with the League during what is probably the most critical juncture in its 106-year history. The League and our LOCAL coalition partners are close to realizing what I believe will be a major transformation of the relationship between state and local government. After years of effort, we now are about 30 days away from a statewide referendum on Proposition 1A, a constitutional amendment that will end the practice of state raids on local revenues. We are entering the home stretch of the Prop. 1A campaign. What we do — what we all do — in these last few weeks leading up to the November election is critically important. Locally elected officials are particularly important to the fund-raising effort. As elected officials, we know that it takes money to inform and educate the voters. I realize that for many of you, asking for money is not easy or fun. But without the funds to get our message out in print, on television and through other means, we won't be able to convince the voters to vote yes on Prop. 1A.
