Building has started on a massive 11-block 500-flat residential development that is set to change the skyline at Tottenham Lock on the River Lee. A 21-storey tower is central to the development, which was formerly known as Hale Wharf and is now officially called Lock 17. The wharf will not offer loading of barges, nor any extra moorings. However, the riverside frontage will have public access for pedestrians, and a new footbridge will be constructed across the navigation.
