INTRODUCTION: WATER POLICY - PRESENT AND FUTURE

W e are pleased to present a collection of articles in this IMPACT issue examining key water policy challenges facing the profession and two key conferences designed to affect the direction of policy efforts. Students of public policy learn that it exists to solve problems affecting people in society - and given that the people involved are very likely to differ on the problems and how to solve them, conflict is to be expected. We know that water issues are often surrounded by conflict. In this century, they also seem to suffer on current policy agendas from competing attention paid to the rise in prominence of terrorism and other national security issues.
