Precipitation frequency estimates from the National Weather Service (NWS) serve as the de-facto standards for a wide variety of design and planning activities under federal, state, and local regulation. They are essential in the design of highways, culverts, bridges, parking lots, etc. Engineers may use them to design storm water-runoff facilities, to estimate the volume of detention basins and size detention-basin outlet structures, and to estimate the volume of sediment or amount of erosion. They are also used to delineate floodplains and regulate the development in floodplains for the National Flood Insurance Program, and so on.
