Environmentalists and public health groups are urging EPA to scrap its "flatly illegal" plan to repeal the Obama administration's Clean Water Act (CWA) jurisdiction rule and replace it with a policy much narrower in scope, arguing that EPA should instead use the 2015 rule as a "starting point" for any revisions to jurisdiction policy. "It is dispiriting to say this, but the Trump administration can't be trusted to protect America's waters," Jon Devine, a Natural Resources Defense Council (NRDC) staff attorney specializing in water issues, said during a Sept. 26 call hosted by EPA as the second part of a 10-week series of stakeholder outreach sessions designed to inform development of a new CWA rule.
