The Army Corps of Engineers in its final streamlined Clean Water Act (CWA) permits for 2017 is seeking to deflect concerns from environmentalists about one of the permits authorizing construction of pipelines that could lead to spills or other environmental harms, saying addressing such impacts is the purview of EPA and other agencies. Environmentalists have long been concerned about the Corps' use of its nationwide permit (NWP) 12, which governs utility lines, saying in comments filed earlier this year on the draft NWPs that it has become a "fast-track permit" for segments of major oil and gas pipelines regardless of potential environmental impacts.
