Illinois: House Bill 3891 amends the Pawnbroker Regulation Act and says that a pawnbroker cannot deface, melt, separate or break into parts, or do anything else that would destroy the identity or value of any precious metal or precious gem during the mandatory holding period. Introduced on Nov. 29 and sent to a committee on rules.
